CGN Biodiversity Protection Case Selected for Report of the 17th Conference of the Parties to the United Nations Convention on Biological Diversity: Daya Bay Base Demonstrates Harmonious Coexistence of Nuclear Power and Marine Ecology

At the China Pavilion event of the 17th Conference of the Parties to the United Nations Convention on Biological Diversity, the Ministry of Ecology and Environment of China officially released the "Beauty of Diversity: Nature-Positive Solutions Report of Chinese Enterprises." The typical case submitted by China General Nuclear Power Group, "Advancing Habitat Protection to the Decision-Making Stage of Clean Energy Development," was successfully selected, systematically presenting on the international multilateral stage the innovative governance achievements of Chinese energy enterprises in coordinating zero-carbon electricity supply with ecological habitat restoration.

According to the practical experience disclosed in the report, CGN deeply integrates the concept of nature conservation into the entire lifecycle of corporate investment decisions and production operations, strictly aligning with the requirements of Targets 1 and 15 of the "Kunming-Montreal Global Biodiversity Framework," and comprehensively implements the ecological action pathway of "avoid, reduce, restore." By advancing the integration of biodiversity impact assessments into project site selection demonstration, general layout engineering design, and subsequent long-term operational phases, the engineering disturbance of large-scale clean energy bases to native terrestrial and marine ecosystems has been effectively reduced.

In specific project implementation, CGN has carried out customized habitat avoidance and protection measures in multiple locations worldwide. During the site selection process for the photovoltaic base in Laos, the project proactively adjusted the red line boundary to avoid the primary forest reserve; during the construction of the Husab uranium mine in Namibia, the engineering team proactively altered heavy construction transport routes to protect in situ more than 100 specimens of the locally endemic rare national flower, Welwitschia mirabilis. In terms of onshore desertification control, the Kubuqi photovoltaic desert control base has completed a cumulative 34,000 mu of desertified land treatment through the coordinated advancement of power generation above the panels and ecological vegetation restoration below the panels.

As the first million-kilowatt-class large commercial nuclear power base in mainland China, the Daya Bay Nuclear Power Base was invited to deliver a thematic speech as an enterprise representative at the China Pavilion event, systematically sharing a practical model of harmonious coexistence between the nuclear power industry and coastal ecology. Daya Bay Nuclear Power has long partnered with non-governmental environmental protection organizations to carry out routine monitoring of offshore marine ecology and coral conservation projects. Through the establishment of artificial fragmented coral nursery cultivation areas, it has effectively restored and safeguarded marine biodiversity around the nuclear power thermal discharge impact zone.

In addition, CGN continues to advance natural capital accounting and the compilation of marine ecology white papers, establishing a standardized governance paradigm of "source avoidance and loss reduction, full-lifecycle monitoring and restoration, and regular standardized disclosure." Going forward, CGN will continue to deepen the synergistic linkage between climate response and biodiversity protection, contributing Chinese solutions to the global high-standard construction of eco-friendly zero-carbon energy facilities.
