Progress and Cost Performance Management of the ITER Project Enhancement

The ITER Organization reported on July 29 that, regarding the construction progress and cost control of the International Thermonuclear Experimental Reactor (ITER), the project team has established a more detailed monthly tracking mechanism, and regularly reports key performance indicators, updated estimates at completion, and milestone trend analyses to the ITER Council.

The ITER project is large in scale with complex interfaces; management efforts involve not only overall schedule and budget but also continuous assessment of thousands of activities including design, manufacturing, component installation, commissioning, and operational readiness. For tasks on the critical path, even delays of a few weeks can have cascading effects on multiple construction work packages. To identify such risks early, ITER management has been monitoring 21 performance indicators through the Construction Project Steering Committee dashboard since 2026, covering potential schedule slippage, cost performance, safety performance, and risk mitigation.

This project performance management system was launched in parallel with the ITER 2024 baseline, enabling management to track project execution in a more consistent and granular manner. Takashi Omae, Deputy Head of the ITER Construction Project and Head of the Construction Project Office, stated that since the new baseline was introduced, the project team has enhanced its ability to measure construction progress, allowing for deeper and more frequent monitoring of specific activities across construction work packages, with monthly assessments and transparent reporting to stakeholders.

ITER employs the earned value management methodology, assigning planned values to construction activities such as component installation and sector lifting, then tracking the "earned value" generated by actual completed work and the corresponding actual costs. By comparing planned value, earned value, and actual cost, managers can determine whether the project is ahead of or behind the baseline schedule, and whether cost performance is over or under budget.

Within this framework, a Schedule Performance Index (SPI) of 1.00 or above indicates that the project is achieving value on schedule or ahead of schedule; a Cost Performance Index (CPI) of 1.00 or above indicates that expenditures are in line with or below the budget set in the baseline plan.

Since tracking began against the ITER baseline in January 2024, the schedule and cost performance indices for construction work packages have consistently remained above 1.0. As of the end of June 2026, the project had completed 192 Level-1 schedule milestones, exceeding the 188 planned for the same period.

Omae noted that while favorable indicator results are important, what matters more is the strengthened ability of ITER to measure project progress. These data-driven indicators clearly reflect the project's current status, helping project managers understand how objectives are advancing across various areas.

As the ITER project enters a more complex assembly and installation phase, the project team believes that timely and accurate identification of schedule and cost variances will help implement corrective actions before issues escalate.
