Rosatom to Conduct Site Surveys for Myanmar Small Nuclear Power Plant in 2027

Russia and Myanmar are advancing the implementation of a small nuclear power plant project. Russian Prime Minister Mikhail Mishustin stated during a meeting with visiting Myanmar President Min Aung Hlaing on August 18 that the project will promote deeper cooperation between the two countries in basic research, applied sciences, and related fields.

Rosatom CEO Alexey Likhachev said the company expects to sign a preliminary engineering survey contract by the end of this year and plans to commence site construction in 2027. He also noted that the project timeline depends not only on the Russian side but also on the owner. The two parties have signed an intergovernmental agreement and formed a relatively complete contractual framework, with the project about to enter the site implementation phase.

Under the current plan, the first phase of the small nuclear power plant project will involve the construction of two RITM-200N reactors, each with an installed capacity of 55 MW. The project can subsequently be expanded in phases based on Myanmar's grid demand, with the installed capacity potentially reaching up to 330 MW.

Following talks between Russian President Vladimir Putin and Min Aung Hlaing at the Kremlin, the two sides signed a package of cooperation documents covering areas such as electric power, oil and gas, the electronics industry, digital technologies, satellite navigation, and crewed spaceflight.

The legal basis for the small nuclear power plant project is the intergovernmental agreement signed by Russia and Myanmar in 2025. Previously, Russia and Myanmar had reached an agreement on cooperation in the peaceful uses of nuclear energy in February 2023.

Meanwhile, Myanmar is establishing a nuclear industry talent development system. Currently, 91 Myanmar students are studying nuclear energy and related specialties in Russia, and Russian instructors also regularly travel to Myanmar to deliver lectures and administer examinations.
