Taiwan, China plans to restart Ma'anshan Nuclear Power Plant in 2028
Taiwan, China previously pursued a nuclear phase-out policy, but the direction is now showing signs of adjustment. The Taiwan Nuclear Safety Commission recently initiated the final administrative procedures for the Ma'anshan Nuclear Power Plant restart plan submitted by Taiwan Power Company, and the plan is expected to enter the formal review stage. Based on the current progress, the relevant units could resume operation as early as 2028. The Ma'anshan Nuclear Power Plant, also known as Taiwan's Third Nuclear Power Plant, is located in Hengchun Township, Pingtung County. "China Nuclear Power Development Report (2026)": China's Total Scale of Operating and Approved-Under-Construction Nuclear Power Units Ranks First in the World
On August 6, the National Energy Administration released the "China Nuclear Power Development Report (2026)". As of the end of 2025, China had a total of 112 nuclear power units in operation and approved for construction, with a total installed capacity of 125 million kilowatts, ranking first in the world. Global nuclear power generation hits record high in 2025, with net growth mainly driven by China
According to the latest release of the Statistical Review of World Energy, global nuclear power generation reached 2,845 TWh in 2025, an increase of approximately 30 TWh from 2024, up 1.3% year-on-year, setting a new record. Among this, China's nuclear power generation increased by more than 34 TWh, becoming the primary source of net global nuclear growth. This record needs to be viewed within a longer timeframe. The previous peak in global nuclear power generation occurred in 2006, when it reached 2,803 TWh.
